Quality vs quantity education

our hrd minister, kapil sibal , has just anounced increasing seats in technical college by 2 lacs.i respected mr.sibal as one of the few minister in  MMS cabinet who thinks right, and doing good for people.earlier he always talked about quality education.he was focussed on higher education.i welcomed his initiative of common entrence exam for all technical courses in india,it certainly is good step,it will decrease the stress level of students, who currently have to run for various entrence exams for securing goo seat.
but this decision of increasing the seat without adequate infrastucture is total mindless, senseless, populasim, vote bank decision.our existing technical college are so poor in infrastucture, and quality teachers that,a large proportion of technical graduate passing out of these colleges are noy eoployable.according to NASSCOM, as many as 60% of engineers that we are producing are unfit for job.last year for a clerk job in state bank of india ,as many as ten thosand qualified engineers applied for the post.in many colleges seats of relatively unattractive branches remain vacant.many of newly announced IIT are still running in makeshift buildings, there is acute shortage of quality teachers.
so what mr.sibal want to achieve by increasing no. of seats in technical college.ofcourse we are more than a billion population, lots of student want to pursue higher education, but is  just geting the degree enough,if they cant be employd.for me if a technical graduate is forced to work as fourth grade employ, nothing can be more shameful.infact it will be a waste of public money spend on there education.
so the simple message for mr.sibal is we need QUALITY education more then QUANTITY education.
